У штаб-кватэры АБСЕ ў Вене 30 чэрвеня адбылася прэзентацыя другога сумеснага даклада міністэрстваў замежных спраў Беларусі і Расіі, прысвечанага захаванню правоў чалавека ў асобных краінах, паведамляе БЕЛТА.
Даклад прадставілі начальнік галоўнага ўпраўлення шматбаковай дыпламатыі МЗС Беларусі Ірына Вялічка і дырэктар Дэпартамента па гуманітарным супрацоўніцтве і правах чалавека МЗС Расіі Рыгор Лук'янцаў. У прэзентацыі таксама прынялі ўдзел пастаянныя прадстаўнікі Беларусі пры АБСЕ Андрэй Дапкюнас і Расіі Аляксандр Лукашэвіч.
Ірына Вялічка адзначыла, што "нацыянальнае дасье па правах чалавека павінна весціся ў кожнай краіне без выключэння", падкрэсліўшы ўніверсальнасць міжнародных абавязацельстваў у гэтай галіне.
"Даклад паказвае, што ў так званых развітых дэмакратыях сістэмныя праблемы з правамі чалавека маюць маштабны і ўстойлівы характар", - заявіла дыпламат. У якасці прыкладаў у дакуменце адзначаюцца сістэмная дыскрымінацыя ў грамадстве, абмежаванні свабоды перамяшчэння і замахі на асабістую недатыкальнасць, сілавыя разгоны мірных пратэстаў за сацыяльна-эканамічныя правы, уціск бежанцаў і мігрантаў, адраджэнне практыкі расавай перавагі і неанацызму, а таксама блакіроўка альтэрнатыўных СМІ.
Асаблівая ўвага ў дакладзе ўдзелена міграцыйнай палітыцы шэрага дзяржаў ЕС. Прадстаўлены даныя аб тысячах выпадкаў незаконнага выдварэння мігрантаў з Латвіі і Літвы, якія прывялі да чалавечых ахвяр. У дакладзе згадваюцца і факты ўсхвалення нацысцкіх калабарацыяністаў, у прыватнасці марш легіянераў "Вафен СС" у Рызе ў сакавіку 2025 года, што суправаджалася зносам помнікаў савецкім воінам-вызваліцелям у Польшчы і Літве.
Паводле слоў Ірыны Вялічка, Захад павінен усвядоміць: у яго няма манаполіі на інтэрпрэтацыю норм у сферы правоў чалавека. Сапраўдная каштоўнасць гэтых правоў патрабуе ўніверсальнага, непрадузятага і дэпалітызаванага падыходу, заснаванага на міжнародных механізмах, такіх як УПА і дагаворныя органы ААН.
Пастаянны прадстаўнік Беларусі пры АБСЕ Андрэй Дапкюнас падкрэсліў, што мэта публікацыі даклада - аднавіць баланс у міжнародным праваабарончым парадку дня. "Даклад - гэта ўклад у аднаўленне балансу ў міжнародным праваабарончым парадку дня. Універсальнасць, непрадузятасць і раўнапраўе - аснова эфектыўнай работы праваабарончай сістэмы. Беларусь і Расія адкрыты да канструктыўнага дыялогу, але абмеркаванне правоў чалавека павінна быць узаемным і аб'ектыўным, а не дамінаваць у парадку дня АБСЕ", - адзначыў ён.
Даклад ахоплівае 43 краіны і заснаваны на даных міжнародных арганізацый, спецдакладчыкаў ААН, амбудсменаў, няўрадавых арганізацый і СМІ. У дакумент уключаны фотаматэрыялы, якія ілюструюць зафіксаваныя парушэнні.
Пасля прэзентацыі адбылася дыскусія з удзелам міжнародных і аўстрыйскіх экспертаў і грамадскіх дзеячаў. Дакладчыкі адказалі на пытанні журналістаў.
Прэзентацыі даклада ў АБСЕ папярэднічала яго афіцыйнае прадстаўленне 28 чэрвеня ў Жэневе ў рамках 59-й сесіі Савета ААН па правах чалавека. Тэматычная дыскусія, арганізаваная беларускай і расійскай місіямі, прайшла пад загалоўкам "Універсальнасць і непадзельнасць правоў чалавека для ўсіх: практыка дзяржаў".
Гэта ўжо другі сумесны даклад знешнепалітычных ведамстваў Беларусі і Расіі, прадстаўлены на міжнародных пляцоўках. Першы быў прэзентаваны ў ліпені 2024 года ў ААН і АБСЕ.
