白俄罗斯总统卢卡申科与中国国家主席习近平在撒马尔罕会晤后签署了关于建立全天候全面战略合作伙伴关系的联合声明，白俄罗斯第一副总理尼古拉·斯诺普科夫谈了关于联合声明的实质和主要内容。
第一副总理说：“从1996年开始，中国根据与各国外交关系的密切程度，开始对外交关系进行分类。在撒马尔罕通过的宣言是两国最高水平的合作——中白两国全天候全面战略合作伙伴关系。这意味着什么？无论国际形势何时何地如何变化，两国在政治、经济和安全问题上都保持着密切的关系。”
据他介绍，对中国来说，外交关系水平是对不同国家的信任程度。尼古拉·斯诺普科夫强调说：“现在这一点尤其重要——在全球变化、政治博弈、经济制裁的情况下。告诉我你的朋友是谁，我就知道你是谁。对于白俄罗斯来说，这样一个全天候的伙伴就是独立发展的基础。”
联合声明不仅具有普遍政治性和基础性，而且具有特定的实用性。近期合作的重点任务是加快技术和投资合作，开展区域间合作，打造深度合作领域，特别是与天津、重庆、青岛等城市。
根据联合声明，贸易、金融和银行间合作被列为优先任务。
联合声明还规定了深入合作的方向，即在粮食安全、绿色经济、中医药、医药和生物技术领域的合作。尼古拉·斯诺普科夫说：“将在中白巨石工业园创建传统和创新中医药地区中心。这项工作也体现在联合声明的文本中。”
在当前制裁期间对白俄罗斯极为重要的合作领域是运输和物流领域的合作，包括增加集装箱运输、创建“绿色”铁路走廊以及发展跨境汽车物流。
尼古拉·斯诺普科夫总结道：“联合声明的通过将为中国政府机构和企业提供新的动力，以加强中白两国经贸、投资等全方位合作，为两国实施和发展社会经济、人文合作项目创造有利条件。”
亚历山大·卢卡申科和习近平在撒马尔罕会晤，并出席了上海合作组织峰会。习近平说：“和老朋友会面总是让人感到很温暖。中白建交30年来，两国关系不断改善。与总统先生一道，达成的协议正在有效落实，两国的全方位合作强大而稳定。会晤后，我们通过了关于建立全天候、全方位战略合作伙伴关系的联合声明，将两国的合作提升到了历史的新水平。”
他表示，愿与白俄罗斯领导人继续努力，落实政治互助，深化中白合作整体格局，造福两国人民。中国国家主席还感谢对中白关系的特别关注。
亚历山大·卢卡申科在自己的发言中向习近平主席保证与白俄罗斯的友谊是可靠的。
