阿纳托利·西多罗夫强调说：“集体安全条约组织西部边界附近军事活动的增加，主要是在波兰领土上，继续成为集体安全组织东欧地区安全威胁的直接来源。”目前，在波兰、乌克兰和波罗的海国家与白俄罗斯接壤的边境地区，以保护边境为目的的强力机构大约有3.3万人。白俄罗斯利用移民攻击欧盟的话题被西方集体积极地使用，以此来对白俄罗斯共和国施加越来越大的压力。华沙继续对这种情况表现出极其歇斯底里的态度，试图抹黑白俄罗斯方面为使边境局势正常化而采取的任何行动，同时违背西方世界培养的所谓民主的价值观, 严重压制难民进入波兰领土的企图。
集体安全条约组织联合参谋部负责人表示，该地区军事政治局势发展的另一个消极因素是美国和北约将乌克兰纳入其势力范围的活动。他说：“在该国已经有外国军事人员、美国和欧洲私营军事公司的代表驻扎，并开始积极使用基础设施，在空域系统进行包括战略轰炸机和侦察机在内的战斗飞行和特种飞行。西方对乌克兰武装部队建设和发展的一个特征指标是使其符合北约的标准。为了实施这些计划，他们积极吸引外部的财政和咨询援助，签订武器和军事装备供应合同：仅今年1月以来，从美国运来的各种用途的弹药和军事装备约有650吨。”
