亚历山大•卢卡申科说到，为了尽快按建设足球场和游泳池并达到适当的水平和国际标准，创造所有必要的条件非常重要。 总统说法：“我曾经请你们准备针对这些方面的命令草案，为了避免误导中国人。这就是他们将要建设这些设施。当然，他们会使用我们的材料，而且本国人将基本上在那里工作。我们需要确保中国方面不抱怨一些过时的建筑标准。我曾经警告过部长和总理，我们必须施行欧洲标准，也可以留些一些本国合理的标准。但是我们必须按照国际标准建设这些设施。”
国家元首还指出，足球场和游泳池在２０２３年前必须完成建设。他说出：“这为期不远。目前有必要计划和制定相关国际顶级比赛在这些设施举办。这将刺激建筑商按时完成这些建设项目。”
亚历山大•卢卡申科指出，白俄罗斯的足球是大多数人玩的头号国家体育和运动。
总统强调：“我们非常需要建筑足球场和游泳池，因为一个没有这种国家设施的国家并不是真正的国家。”
