Предложения по реализации в Беларуси рекомендаций БДИПЧ ОБСЕ планируется выработать к 1 февраля, сообщила корреспонденту председатель ЦИК Лидия Ермошина.
Межведомственная экспертная группа при ЦИК и Центризбирком изучат предложения БДИПЧ и выработают документ (доклад Президенту) по поводу их реализации. "Мы их собираемся выработать совместно со всеми заинтересованными ведомствами к 1 февраля", - проинформировала Лидия Ермошина. Она пока не готова сказать, какие именно рекомендации будут учтены, поскольку это будут предложения не только ЦИК, но и экспертной группы.
Рекомендации БДИПЧ ОБСЕ по итогам выборов в Палату представителей Национального собрания шестого созыва обсуждались сегодня на рабочей встрече Лидии Ермошиной с руководителями миссии ОБСЕ, которые проводили мониторинг во время этой избирательной кампании. Специальный координатор миссии краткосрочных наблюдателей ОБСЕ, заместитель председателя ПА ОБСЕ Кент Харстед, глава миссии БДИПЧ ОБСЕ Каетана де Зулуета Овтрам встретились также с экспертной группой при ЦИК и приняли участие в ее заседании. На встрече с Лидией Ермошиной руководство миссии ОБСЕ презентовало окончательный отчет по итогам парламентских выборов в Беларуси. При этом Кент Харстед и Каетана де Зулуета Овтрам обратили внимание на ключевые моменты рекомендаций, которые бы они желали видеть учтенными при совершенствовании избирательного законодательства Беларуси. Речь в частности шла о процедуре подсчета голосов и формировании состава избирательных комиссий. "По этим и другим вопросам Центризбирком сообщил свою позицию, при этом указал, какие, на наш взгляд, рекомендации могут быть учтены в будущем в избирательном законодательстве, а какие являются неразумными", - рассказала Лидия Ермошина.
Так, нецелесообразным ЦИК считает предложение о предоставлении права голосовать лицам, лишенным дееспособности, которые не отдают себе отчет в своих действиях и не совершают в соответствии с белорусским законодательством гражданских сделок. Критически Центризбирком относится и к предложению не включать в день выборов в списки избирателей людей, которые по тем или иным причинам не были включены туда ранее. "Мы считаем, что это значительно ограничивает возможности избирателей, и, естественно, это никогда не будет нами учтено", - подчеркнула Лидия Ермошина. Вместе с тем в ЦИК готовы рассматривать и работать с теми или иными разумными предложениями, резюмировала она.
