National Bank raises permissible debt burden ratio for loans on Belarusian goods

The National Bank of Belarus has raised the permissible debt burden ratio for certain types of financing from 40% to 50%. The corresponding decision was adopted by Resolution No. 185 of the National Bank Board of 3 August 2026, which came into force after official publication, BelTA learned from the press service of the National Bank.
 
In Belarus, the permissible debt burden ratio for loans on goods (works, services) produced domestically, excluding motor vehicles, has been raised from 40% to 50%. The new rules also apply to leasing contracts where the leased items are the aforementioned goods.
 
In addition, the maximum number of microloans secured by movable property has been increased from 10 to 20 base units, for which microfinance organizations are not required to calculate the borrower’s debt burden ratio.
 
The changes are aimed at improving access to these types of financing, the National Bank said.
