Economy ministry: Belarus interested in private investment in infrastructure

Belarus is interested in attracting private investment in infrastructure development, Head of the Investment Policy Directorate of the Economy Ministry Irina Kalenchak said at the Belarusian Investment Forum in Moscow, BelTA has learned.

 

According to Irina Kalenchak, last year a number of significant changes were introduced in the national legislation on public-private partnership. They came into force in 2023. These changes are aimed at accelerating the implementation of PPP projects.

 

“The list of objects for the conclusion of PPP agreements has been supplemented with information and communication infrastructure. The number of government agencies involved in the preparation of projects has been reduced. The implementation of projects financed only from local budgets does not have to be coordinated with the Finance Ministry and the Economy Ministry. All this has significantly reduced the period of their preparation. The successful experience of Russia and other countries has been taken into account, which helped in some cases to conclude PPP agreements without a tender. This will significantly simplify and speed up the implementation of projects that do not involve budget funds,” the head of the directorate.

 

In her words, the work to improve the investment climate, including the PPP mechanism for the implementation of infrastructure and socially important projects in Belarus would be continued. The Economy Ministry will assist their promotion both in organizational work and in removing “bottlenecks” in the legislation.
