تعتبر بيلاروس أن من أهم مهام بريكس تشكيل نظام عادل للحكم العالمي وتعزيز دور الأغلبية العالمية في اتخاذ القرارات. أعلن ذلك وزير الخارجية البيلاروسي مكسيم ريجنكوف، متحدثا في جلسة مفتوحة لقمة بريكس في دلهي. ومثل بلادنا مكسيم ريجنكوف بتكليف من الرئيس ألكسندر لوكاشينكو. وتشارك بيلاروس في قمة بريكس بصفة دولة شريكة. وفي المقام الأول أعرب وزير الخارجية البيلاروسي عن امتنانه للجانب الهندي على التنظيم الممتاز للقمة والنهج البناء للتفاعل مع الدول الشريكة. وشدد مكسيم ريجنكوف على أن بريكس تصبح بسرعة واحدا من أكثر المؤسسات ذات المصداقية في العالم الأغلبي وقوة عالمية موحدة، تشكل بفعالية نظاما عالميا عادلا. وبالطبع، تلقى هذه العملية الديناميكية مقاومة.
ونشاهد ضغطا متزايدا من جانب أولئك الذين لا يزالون يسعون إلى الهيمنة العالمية. يحاولون دائما إخافتنا بالعقوبات، والقيود الاقتصادية والتجارية والمالية، والرسوم غير القانونية وغيرها من التدابير المماثلة. وعلى عكس أولئك الذين يفرضون إرادتهم، تعمل منظمتنا بطريقة مختلفة. نحن نستهدي فقط بمساع سلمية وبناءة. وبالطبع، نعتبر من مهامنا تشكيل نظام عادل للحكم العالمي وتعزيز دور الأغلبية العالمية في اتخاذ القرارات. وهذه القرارات، شدد مكسيم ريجنكوف، لها أهمية مفتاحية للتطوير المستقر للعالم كله. وفي رأي الجانب البيلاروسي، يمكن أن يقدم «تكامل التكاملات» مساهمة كبيرة في بناء علاقات شراكية مفتوحة ومتساوية. ونقصد بذلك التفاعل بين بريكس وغيرها من المؤسسات الدولية — أشار رئيس الوزارة الخارجية البيلاروسية. ومن المهم الإشارة إلى الجهود المتواصلة لبريكس في إنشاء نظام مالي ودفعي مستقل وشامل. نحن ممتنون لطرح ترشيح بيلاروس للمشاركة في بنك التنمية الجديد لبريكس. والمنهج نفسه مهم أيضا. في حين تخشى دول أخرى فقد التفوق التكنولوجي، تركز بريكس على الرقمنة الشاملة وتقليل عدم المساواة التكنولوجية. ومجالات مثل الأمن السيبراني واستخدام الذكاء الاصطناعي لا تزال غير منظمة بقدر كاف. ويمكن أن تصبح هذه المجالات أدوات لحل مسائل الأمن، وأن تستخدم أيضا لكبح تطوير الدول غير المرغوبة.
وتناول مكسيم ريجنكوف بشكل منفصل موضوع تطوير التعاون كأحد الأولويات: إمكانات الصراع تنمو كل يوم. وفي وقت تبدأ فيه حتى قواعد القانون الدولي تنظر إليها كأثر بائد، من المهم جدا الحفاظ على الالتزام بمبادئ العدالة وعدم تجزؤ الأمن. ولمنع تحول بؤر التوتر إلى حرب شاملة، يلزم نظام جديد قادر على ضمان توازن القوى. ومسائل إنشاء مثل هذه البنية نناقشها في مؤتمر مينسك الدولي السنوي حول الأمن الأوراسي. وفي هذه الساحة ولدت فكرة الميثاق الأوراسي للتنوع والتعددية في القرن الحادي والعشرين. ويمكن أن يكون هذه الوثيقة أول خطوة نحو بناء نظام جديد للتعاون في كل القارة الأوراسية. ويمكن تطبيق النهوج المشتركة أيضا على المستوى العالمي. وسمى وزير الخارجية البيلاروسي أولوية أخرى: التنمية المستدامة، الموجهة إلى تحسين البنية التحتية، وتعزيز إمكانات الكادر، ورفع الرفاه العام. ويكتسب الأمن الغذائي أهمية متزايدة. فالنزاعات العسكرية، واختلالات سلاسل الإمداد، والتدابير القسرية الأحادية غير القانونية، وتغير المناخ، غالبا ما تؤدي إلى نقص وانقطاعات في إمدادات الغذاء. وبيلاروس مستعدة دائما لمد يد العون؛ وندعو إلى مشاركة الإنجازات في مجال رفع مستوى الحياة، وجودة التغذية، وفعالية الإنتاج الزراعي.
