Na rezultaty handlu zewnętrznego Białorusi w 2013 roku wywarły wpływ czynniki koniuktury. Takie zdanie ma dyrektor Instytutu Ekonomii Narodowej Akademii Nauk Białorusi, doktor habilitowany ekonomii, profesor Alaksiej Dajneka. „W 2013 roku saldo handlu zewnętrznego według prognozy będzie ujemne i wyniesie 1 mlrd 600 mln dolarów. Gdyby nie zaszły negatywne zmiany w handlu nawozami potasowymi i produktami przeróbki ropy naftowej, saldo byłoby dodatnie i wynosiło około 2 mlrd dolarów, - odznaczył Alaksiej Dajneka. – W taki sposób na rezultaty handlu zewnętrznego wpłynęły czynniki koniuktury. Przede wszystkim to zmniejszenie rynków zewnątrznych i obniżenie wzrostu gospodarek krajów naszych podstawowych partnerów handlowych (Federacji Rosyjskiej i Unii Europejskiej)”. Zarazem badania przeprowadzone przez Instytut Ekonomii NAN Białorusi pokazują, że zabiegi polityki gospodarczej skierowane na stymulowanie eksportu, optymizację importu i obniżenie popytu wewnętrznego pozwoliły zmienić dynamikę wzrostu ujemnego salda handlu zewnętrznego w listopadzie 2013 roku, zabezpieczyć tempo wzrostu eksportu w styczniu-listopadzie w porównaniu ze styczniem majem o pięć punktów i osiągnąć liczby eksportu, który wyniósł 34 mlrd 100 mln dolarów. „W drugiej połowie 2013 roku tempo wzrostru eksportu stabilnie wzrastało, a tempo wzrostu ujemnego salda w porównaniu z odpowiednimi miesiącami roku poprzedniego się obniżało (sierpień – 216,1%, wrzesień – 157,7%, październik – 150,7%, listopad – 99%), - odznaczył Alaksiej Dajneka. – W listopadzie roku ubiegłego liczba ujemnego salda zmniejszyła się w porównaniu z rokiem poprzednim (z listopadem 2012 roku), i w porównaniu z październikiem 2013”. Także w listopadzie według profesora było obserwowane obniżenie tempa i liczby importu towarów. Doktor habilitowany ekonomii odznaczył również pozytywną dynamikę w handlu usługami. W ciągu ostatnich pięciu lat wzrost wyniósł 61%. Eksport usług osiągnął 7 mlrd 200 mln dolarów. Jak się szacuje, wzrost dadatniego salda w hanlu usługami w 2013 roku wyniesie około 500 mln dolarów. W warunkach słabej dynamiki podstawowych rynków eksportowych takie rezultaty, jak sądzi ekspert, można uważać za zadowalające.
