Der belarussische Premierminister Alexander Turtschin hat eine Sitzung des Präsidiums des Ministerrats zum Thema „Umsetzung staatlicher Programme, Bewertung ihrer Wirksamkeit in den Jahren 2021-2024” abgehalten.
Im laufenden Jahrfünft werden 29 staatliche Programme umgesetzt, die einer Einschätzung unterzogen werden müssen. In vier Jahren wurden rund Br560 Mrd. für diese Programme aufgewendet. Ein Drittel davon sind Haushaltsmittel. „Zweifellos wurden bestimmte Ergebnisse erzielt. Im Rahmen der Umsetzung der staatlichen Programme wurden mehr als 17 Millionen Quadratmeter Wohnraum gebaut, darunter mehr als 1 Million Quadratmeter Mietwohnungen. 119 Gesundheitseinrichtungen, 48 Kindergärten und 21 Schulen wurden in Betrieb genommen. Mehr als 13.000 km Straßen wurden gebaut oder repariert. Laut dem Bericht der interministeriellen Kommission beim Wirtschaftsministerium wurden zwei Drittel der staatlichen Programme als hochwirksam und effizient bewertet. Die Ergebnisse sind beachtlich und zeugen von einer positiven Umsetzung der staatlichen Programme“, betonte Alexander Turtschin.
Er schlug vor, auf die Umsetzung staatlicher Programme vor allem im Hinblick auf die Vorbereitung des Programmzyklus für die nächste Fünfjahresperiode zu schauen. „Heute wird deutlich, dass die derzeitigen Ansätze zur staatlichen Programmplanung angepasst werden müssen“, sagte der Premierminister. „Staatliche Programme müssen den Trend aufzeigen, wie die Regierung die Prioritäten der Fünfjahresperiode erreichen will. Es ist wichtig, Indikatoren zu definieren, die die Umsetzung der Prioritäten umfassend charakterisieren. Der Schwerpunkt liegt auf der qualitativen Komponente und der Effizienz der investierten Mittel. Beispielsweise sollte die Umsetzung der Priorität „Mietwohnungen“ nicht auf die Bereitstellung von Quadratmetern reduziert werden. Das Ziel ist die Bindung von Fachkräften in den Regionen.“
