In Belarus wurde der landesweite Aktionsplan für das Jahr der Verbesserung 2025 verabschiedet. Das geht aus dem Beschluss des Ministerrates Nr. 97 vom 18. Februar 2025 hervor, der offiziell auf dem Nationalen Rechtsportal veröffentlicht wurde.
Der Plan umfasst Maßnahmen zur Landschaftsgestaltung, Instandsetzung von Straßen und Wegen, Einrichtung von Auto- und Fahrradabstellplätzen und Parkplätzen, Trinkwasserversorgung, Straßenbeleuchtung, Beleuchtung von sozialen und kulturellen Einrichtungen, Abriss leerstehender und baufälliger Wohngebäude, Instandhaltung von Gebäudefassaden und deren Ästhetisierung, Müllentsorgung usw.
Zu diesem Zweck wird ein temporärer Stab eingerichtet. Er wird die Umsetzung dieses Aktionsplans koordinieren und überwachen. Der Stab wird einmal pro Quartal zusammenkommen, seine Entscheidungen werden in Protokollen festgehalten und den für die Umsetzung des Plans zuständigen staatlichen Stellen mitgeteilt. Der landesweite Stab wird die Korrektur und Anpassung des Aktionsplans überprüfen. Zum Vorsitzenden des Stabs wurde der stellvertretende Premierminister Anatoli Siwak ernannt.
Auf Landesebene sind folgende Stellen und Behörden für die Umsetzung des Aktionsplans verantwortlich: Präsidialverwaltung, das Ministerium für Wohn- und Kommunalwirtschaft, das Ministerium für Naturressourcen und Umweltschutz, das Ministerium für Landwirtschaft und Ernährung, das Ministerium für Forstwirtschaft, das Industrieministerium, das Informationsministerium, das Ministerium für Verkehr und Kommunikation, das Komitee für Staatseigentum und andere der Regierung unterstellte staatliche Einrichtungen und Organisationen. Auf der Gebietsebene sind es die Exekutivkomitees der Gebiete und der Stadt Minsk. Weitere zuständige Stellen sind auf unterer Verwaltungsebene Exekutivkomitees der Städte, Stadtbezirke, Siedlungen und Dörfer. In diesen staatlichen Organen werden Arbeitsgruppen eingerichtet, die mindestens einmal im Monat tagen.
Regionale und sektorale Pläne für das Jahr der Verbesserung sollen innerhalb eines Monats entwickelt werden.
Das Ministerium für Wohn- und Kommunalwirtschaft wurde angewiesen, die Ergebnisse des Jahres der Verbesserung bis zum 1. März 2026 zusammenzufassen, die besten Gebiete, Kreise und Ortschaften auszuwählen und die Ergebnisse dem Ministerrat vorzulegen.
Die staatlichen Stellen sind verpflichtet, dem Ministerium für Naturressourcen Informationen über die Fortschritte bei der Umsetzung des nationalen Plans zu übermitteln. Das Ministerium für Naturressourcen informiert den Ministerrat über den Stand der Umsetzung des Nationalen Aktionsplans.
Die Finanzierung der Aktivitäten des Nationalen Aktionsplans erfolgt aus den Mitteln der staatlichen und kommunalen Haushalte sowie aus Eigenmitteln der Organisationen und anderen Quellen, die nicht gesetzlich verboten sind.
Der Beschluss tritt mit dem Tag ihrer Verabschiedung in Kraft.
