Pierwszy zastępca premier-ministra Białorusi Władimir Siemaszko polecił białoruskim przedsiębiorstwom przemysłowym na cele przeprowadzenia modernizacji bardziej aktywnie poszukiwać wygodne długoterminowe kredyty za granicą. Władimir Siemaszko stwierdził, że liczne przedsiębiorstwa skarżą się na wysokie stawki refinansowania lub brak możliwości wziąć kredyt w białoruskich bankach na cele realizacji projektów inwestycyjnych. „Tak, stawka refinansowania jest wysoka, należy zastanowić się nad tym, jak ją obniżać, by kredyty były bardziej dostępne, trzeba poszukiwać warianty dla kredytowania realnego sektora gospodarki”, - powiedział pierwszy zastępca szefa rządu, przy tym odznaczywszy, że sytuacja nie jest aż tak zła. Jako wariant można rozpatrywać poszukiwanie pieniędzy za granicą. Władimir Siemaszko przytoczył przykład pożyczki na cele budownictwa białoruskiej elektrowni atomowej – termin spłacenia kredytu wynosi 28 lat, co jest bardzo wygodne dla kraju. Długoterminowy kredyt Białoruś otrzymała i od chińskich inwestorów na cele modernizacji przedsiębiorstw przemysłu cementowego. „Należy brać kredyty długoterminowe, a państwo mimo tego, że jest niebogate odnajdzie możliwość wesprzeć wytwórców, realizujących wielkie wysokoefektyne projekty inwestycyjne”, - powiedział pierwszy wicepremier. Mimo wszystkich trudności, związanych z kredytowaniem gospodarki, modernizację przedsiębiorstw trzeba przeprowadzać, podkreślił Władimir Siemszko. „Modernizowane przedsiębiorstwa łatwiej radzą z kryzysem”, - odznaczył wicepremier. Jako przykład, Władimir Siemaszko przytoczył przedsiębiorstwa obróbki drewna, gdzie intensywnie trwa modernizacja techniczna. Według niego, ta dziedzina staje się jedną z najlepszych w kraju. W roku bieżącym zostaną wprowadzone do eksploatacji pięć nowych fabryk przemysłu obróbki drewna, w przyszłym roku – trzy. To wszystko, a także dalsza modernizacja tej dziedziny pozwolą w 2017 roku zwiększyć liczby wytwórczości w koncernie „Biełlesbunprom” o 2,5 razy, eksport – trzykrotnie. I to wszystko z własnych surowców, co jest bardzo ważne, odznaczył Władimir Siemaszko. Analizując tok modernizacji na Białorusi, pierwszy wicepremier podkreślił, że mimo wszystkich trudności, na Białorusi wytwórczości przemysłowe są modernizowane przez cały czas.
