Pozytywny przykład działalności przedsiębiorstw z kapitałem zagranicznym jest dobrą reklamą dla potencjalnych inwestorów. Takie zdanie wyraził podczas spotkania z gubernatorem obwodu Witebskiego Aleksandrem Kosincem Nadzwyczajny i Pełnomocny Ambasador Niemiec na Białorusi Wolfram Maas. Na spotkaniu odznaczono, że Niemcom i obwodowi Witebskiemu należy aktywizować współpracę w dziedzinie gospodarczej. Podczas rozmowy zostały rozpatrzone kwestie działalności subiektów gospodarki z niemieckim kapitałem, których w regionie jest około 40. Większość z nich to niewielkie przedsiębiorstwa. „Uważam, że jesteśmy na właściwej drodze. Niewielkie przedsiębiorstwa są bardziej giętkie, szybciej reagujuą na zmiany. 80% wszystkich miejsc pracy w Niemczech to małe i średnie przedsiębiorstwa”, - powiedział ambasador. Wolfram Maas pogodził się z witebskim gubernatorem, że należy poszukiwać drogi likwidacji dysbilansu gospodarczego, który istnieje we współpracy zewnątrzgospodarczej Niemiec i obwodu Witebskiego. W ciągu ośmiu miesięcy roku bieżącego import niemieckich towarów do regionu przewyższył eksport niemal o 70 mln dolarów. „Jesteście naszymi partnerami, więc jesteśmy zainteresowani, by wasze sprawy rozwijały się dobrze. Tylko w takim przypadku będziemy mieli dobrą współpracę”, - podkreślił dyplomata. W celu rozwiązania tego problemu Aleksander Kosiniec proponował rozpatrzeć możliwości podpisania porozumień o współpracy pomiędzy miastami i rejonami obwodu Witebskiego i Niemcami w celu poszerzenia liczby współdziałających ze sobą regionów. Wolfram Maas w swoją kolej proponował kierownictwu obwodu rozpatrzeć możliwość utworzenia w Witebsku niemiecko-białoruskiego klubu gospodarczego, podobnie jak w Mińsku. Niemcy wchodzą do piątki podstawowych partnerów handlowych obwodu Witebskiego i są absolutnym liderem spośród krajów Unii Europejskiej. Największa liczba obrotu towarowego w ciągu ostanich pięciu lat została osiągnięta w roku ubiegłym – 192 mln 600 tys. dolarów. Liczba obrotu zewnątrzhandlowego przedsiębiorstw obwodu Witebskiego z Niemcami w styczniu-sierpniu roku bieżącego wyniosła 107 mln 700 tys. dolarów, w tym również eksport towarów – 18 mln 900 tys., impor – 88,8 mln. Saldo handlu zewnętrznego było w tym okresie ujemne – 69 mln 900 tys. dolarów. Do Niemiec obwód Witebski dostarcza produkcję przeważnie przedsiębiorstw „Naftan” i „Połock-stekłowołokno” (około 75% dostaw eksportowych).
