Survey: Trust in Belarusian People’s Congress is growing

Trust in the Belarusian People’s Congress is growing. This is evidenced by the results of a comprehensive nationwide sociological survey, BelTA has learned.

According to the results of the sociological survey, when asked whether they trust the Belarusian People’s Congress, 70.1% of respondents answered positively. A total of 6.9% of those surveyed answered “no”.

Analyst at the Belarusian Institute for Strategic Research (BISR) Svetlana Aleinikova noted that trust in the Belarusian People’s Congress is growing along with its role in determining the country’s future. “We see trust grow, with positive dynamics compared even with last year. Citizens see the Belarusian People’s Congress taking part in decisions on the country’s strategic development, strategic goals and long-term guidelines,” she said.

According to her, the perception of the Belarusian People’s Congress is influenced by the body’s adoption of the most important documents that determine the country’s life - the National Security Concept and the Social and Economic Development Program through 2030. That is why the Congress is becoming a point of connection between people’s current social expectations and the state’s strategic horizon.

The next reserve, according to the analyst, is linked to the role of the Congress’s delegates. More active and substantive participation by delegates will make the strategic agenda even closer to citizens’ social expectations.

When asked another question: “Do you trust the Council of Ministers of the Republic of Belarus (the government)?” - 74.4% of respondents answered positively, while 5.8% answered negatively.

According to Svetlana Aleinikova, the level of trust in the government is the highest compared with all bodies of state administration. The Council of Ministers is perceived both as an economic headquarters and as the direct implementer of state policy. And, most importantly, people perceive the government through the prism of their own interests, through the quality of life (economy, housing, healthcare, housing and utilities).

“These are precisely the priorities and main emphases of the government’s work. Accordingly, it is through this prism that people see the government’s work and rate it very highly,” the BISR analyst said.

Continuing the theme of trust in the government, Svetlana Aleinikova drew attention to another very important nuance - feedback. When developing, for example, the social and economic development program, the Council of Ministers carried out huge work preceded by extensive engagement with people, including on the part of BISR. On the People’s Five-Year Plan platform, people massively submitted proposals and initiatives, and they were taken into account, which is what influences the high ratings.

According to the survey results, 70.5% of Belarusians trust the National Assembly of the Republic of Belarus (parliament), while 6.4% do not.

According to the analyst, a special feature of the mechanism for forming a high level of trust here is the accessibility of the MPs, their role and activity, as well as the connection between legislation and the real needs and problems of citizens. “That is, a MP is a point of contact between the citizen and the state, and the laws adopted in Belarus fit into the logic of everyday life and the interests of citizens and take into account changes in society,” Svetlana Aleinikova noted.

According to the results of the sociological survey, 69.2% of Belarusians trust the judicial bodies, while 8.1% do not.

The analyst explained that the activity of the judicial system is linked to a sense of protection and justice, which are top values of Belarusian society. According to her, the court builds its trust through protecting the interests of citizens and bringing them out of situations of vulnerability and conflict. This is especially visible in situations of labor conflicts, when an unscrupulous employer infringes on the rights of workers and the court restores justice. These cases are widely covered by the media.

“That is, the image of the judicial system and the level of trust in it are formed through specific life situations. We know that if a case reaches court, it is precisely this state body that helps resolve the situation,” she said.

Svetlana Aleinikova paid particular attention to the law enforcement structures (the army, the police, state security bodies, etc.), which 73.2% of Belarusians trust, while 7.7% do not.

“Across all monitoring exercises, consistently high trust is recorded, since it rests on the basic values of Belarusian society - peace, security, order and justice. And these values have practical meaning for citizens. And it is precisely with people in uniform that the realization and protection of these values is associated,” the analyst explained, adding that citizens perceive military and state civil service as a contribution to protecting the country and maintaining stability.

According to the survey results, 65.3% of respondents trust local authorities, while 14.7% do not.

The survey showed an important shift in society’s consciousness and a new mechanism for forming trust in state bodies and state institutions. According to the expert, this trust is formed and manifested through citizens’ readiness to interact with the state.

“That is, a new quality of relations between society and the authorities is formed. And trust is increasingly linked to the results of specific interaction. That is, trust is people’s personal experience of interacting with the authorities,” she explained.

Moreover, the analyst pointed to an important difference between how the population perceives national and local authorities. “A citizen assesses national authority as an institution, while local authority is assessed as personal experience. And this determines the data that we obtained thanks to the work of the Institute of Sociology of the National Academy of Sciences,” she said.

In July-August 2026, the Institute of Sociology of the National Academy of Sciences of Belarus conducted a comprehensive nationwide sociological survey on behalf of BISR. It involved 2,045 respondents from all regions of the country. The first part of the survey results, concerning pressing issues of the social and economic development of Belarus, was presented in Minsk on 10 September. On 16 September, the second part was presented, involving social and political topics.
