Bill on personal data protection passes first reading in Belarusian parliament

The bill on amending laws (regarding personal data protection) passed the first reading at a meeting of the eighth session of the House of Representatives of the National Assembly of Belarus of the seventh convocation on 31 May, BelTA has learned.

The bill has been worked out in furtherance of Article 20 of the law of 7 May 2021 “On Personal Data Protection” and submitted to the House of Representatives by the Council of Ministers on 25 April 2022. It is aimed at harmonizing the laws with the amendments to the Constitution adopted at the national referendum on 27 February, the law “On Personal Data Protection”, the decree of 16 March 2021 “On biometric documents”, improving the processing of personal data in state registration of real estate, rights to it and transactions with it, the maintenance of the population register, ensuring border security of the Republic of Belarus.

The bill proposes amendments to four laws: “On state registration of immovable property, the corresponding rights and transactions” of 22 July 2002, “On population register” of 21 July 2008, “On state border of the Republic of Belarus” of 21 July 2008, “On information, informatization and protection of information” of 10 November 2008.

The draft law was submitted for preliminary consideration to the Standing Committees of the House of Representatives, for mandatory legal expertise to the Main Legal Department of the Secretariat of the House of Representatives and as a final version for the first reading of the House of Representatives to the president. No comments and suggestions of a conceptual nature have been received. Other comments and suggestions received will be considered during the preparation of the draft law for the second reading.
