Indian Technical and Economic Cooperation Programme popularly known as "ITEC" was launched in 1964 as a bilateral progamme of assistance of the Government of India. Since then, the programme has evolved and now encompasses in its ambit a wide-range of activities which includes imparting training (civilian and defence) in India to nominees from ITEC partner countries. First scholarship holders from Belarus were sent to India in 1993. 

Since then, more than 300 specialists from Belarus have been trained in various areas, such as management, parliamentarism, finance etc
