     Belarus has instruments to minimize the cost involved in paying out external liabilities, Belarusian Finance Minister Andrei Kharkovets told media in the parliament on 2 October.
According to the Finance Minister, the entire economy will work to achieve this goal. “You know that in line with the economy development forecast we plan to achieve a foreign trade surplus next year. It is already of great importance for us,” he said.
    “We will use instruments to refinance our debts. As part of the work with the EurAsEC Anticrisis Fund, as part of the implementation of the program we have signed it is possible to borrow about $900 million.
The money can be used to refinance the current payments in 2013,” said the official. Besides, Belarus is working on entering international financial markets in order to get some resources from there, he added.
Apart from that, the Belarus government has considerable resources as the budget money that had rolled over from previous years. The money can be used to pay out external liabilities, too, said the Minister.
